Study on Finances of Private Higher Educational Institutions supported by National Institute of Educational Planning & Administration (NIEPA)
In India, the important factors behind emergence of private universities were the processes of globalization and internationalization. Currently, in India, there are three main types of tertiary education: i) University and university-level institutions, ii) Colleges, and iii) Diploma-awarding institutions. The affiliating colleges, public and private, affiliated to state universities, cater to the major share of higher education. In this background, KDS has started a research study on “Finances of Private Higher Educational Institutions in India”.
The major objectives of the study are to :
- Study the finances of different categories of private higher educational institutions
- Analyse multiple sources of finance of private higher education institutions
- Estimate the recurring and the capital costs of higher education by types and levels and analyze per unit cost incurred by private higher educational institutions
- Make recommendations for introducing suitable changes in fee structure for ensuring access, equity and equality in the higher education sector

Study on “Education of children of Migrant workers and Right to Education Act 2009” Haryana and Kerala, Supported by National Instutute of Educational Planning and Administration (NIEPA)
KDS has assigned a study by National Institute of Education and Planning/Ministry of Human Resource Development, Government of India. The study covers two districts each from Kerala and Haryana. The main objectives of the study are to study the socio economic cultural and language barriers to children of migrant workers in the school education, review relevant laws including RTE Act that can address critical issues of education amongst children of migrant workers, suggest measures to involve relevant institutions including the local government institutions in addressing the issue of education to these children and to formulate an action plan to provide quality education to children of in migrant workers in Indian states.
A study on ”Socio- Economic Analysis of students loans for higher education covering Orissa, Uttar Pradesh, Maharashtra and Kerala”, Supported by NUEPA, Ministry of Human Resources Development, Government of India
A study on socio- economic analysis of students loans for higher education is entrusted by NUEPA, Ministry of Human Resources Development, Government of India. The study examined the operational issues of higher education loan such as the trend in repayment, arrears and default of repayment. It has examined whether the education loan reaches the target beneficiaries or not. It has suggested measures to improve the effectiveness of student loan as a viable tool for financing higher education and recommended an action plan to popularize the education loan scheme for the inclusive growth of higher education in India. The study includes four states covering all the regions of India: Kerala, Orissa, Maharashtra and UP. The research team conducted field study in all these states, analysed data and prepared a detailed report stating the findings of the field survey and an action plan to popularize the education loan schemes for the inclusive growth of higher education in India.
Study on Local Government and Right to Education Act
KDS has initiated a research study on “Strengthening of Local Authorities in the Implementation of Right to Education Act: Bihar, Kerala and UP in a Comparative Perspective”.
The objectives of the study are as follows:
- Evolve a methodology for evaluating the role and functions of local government in the implementation of Right to Education Act 2009.
- Using the newly developed methodology, carry out a comparative assessment of the role, functions and responsibilities of local government in Bihar, Kerala and Uttar Pradesh.
- Assess the preparation, capacity enhancement and framework needed for local governments to play their role effectively in Bihar, Kerala and Uttar Pradesh.
- Suggest measures to improve school environment, infrastructure, teacher’s commitment, parents’ involvement and the delivery of other educational services with the support of local government.
- The study is sponsored by National University of Education and Planning / Ministry of Human Resource Development, Government of India. Dr.Jacob John is the Director of this research study.
Monitoring and Evaluation Project on the implementation of Right to Education Act in 15 Indian States
KDS has been engaged by CRY as a resource agency for data management resources and reporting under a two year project on monitoring and evaluation on the implementation of Right to Education Act in 15 Indian States. This national study has a sample size of 900 schools in the span of five rounds of data collection. These states include Andhra Pradesh, Bihar, Gujarat, Karnataka, Kerala, Orissa, Rajasthan, Tamil Nadu and West Bengal.
